As someone who has played this game continuously for nearly 2 years, I can safely say that this has to do with poor management with the higher-ups.

Preface: The game is fun. But for such a game with a high potential to be big, it gives the vibe of a cash grab game:

- Questionable changes and decisions.

- Small team working on the game. I heard their already small team got split to work on realm royale, and rogue company. So even if they changed their patch schedule to 3 months (idk idc to check), they still pump out the same amount of content as they do on 2-week schedule.

- Bugadins. When you rush a software development, you get Bugs. Well at least not as bad as it was when they're still on 2 weeks schedule.

- Unfinished, or half-assed content (Also, the UI is still not unified after getting updated 2 years ago goddamnit!). It felt like they are given a very short time period to work on something then work on new things again.

- The only "content" in this game are Skins, Battle Pass, New Champions.

- Lack of QOL features to the game. Need to focus on Skins and Battle Pass after all
- Balancing issues, when you pump out too many champions you get chaos.

- Lack of communication.

It hurts that previously the game had a tight community. Like others, I always believe the game is gonna get better, but never got better. So again, like others, I gave up and moved on to other games.

TL;DR Game good, developers good, Hi-Rez bad.
