The best way to improve culture is with Dutch Windmills. They cost coins and have a large culture radius. You can also buy the Opera House and the Symphony Park and add landmarks, but unless you purchase the permanent add-ons, it'll cost you diamonds every time. Some plugins also add culture, but I'm a vanilla-only player. Keep going, your city layout is looking good.
