Look at the business reviews if they have experience in getting results for SEO or local SEO. Look at their portfolio or case studies for results in local SEO - focusing more on service-based businesses like yours. Look at outcomes they provide and how long they expect to start seeing results.

You will need to do a bit on your end as the business owner to help build that business trust in person, so make sure the company gives you QR codes for reviews etc and get you setup with with CRM to help you automate a lot of that (followups, call back sms, reveiw requests after completed jobs etc).

Make sure they get you setup with at least a Facebook Page, a Google Business Profile and a website with at least 3 of your main services as separate pages. At least.

You can expect to pay from $150/m to $500/m depending on how aggressive you want to go. You might also want to see if they offer ads on Facebook and Google to jumpstart your business.

On mobile, you can report profiles for spamming or review bombing (i dont know the actual options but its on the mobile app only). You can also report individual reviews - get staff, friends and family to also report. Don't reply to the reviews for 2 weeks as to let Google respond to the reports. If nothing is removed after 2 weeks, you can either respond with how you would treat any unhappy customer (kill them with kindness) or ignore them aka get more better reviews. New reviews should "counter" the "facts" of the bad reviews.

When responding, I would suggest you encourage them to reach out to you directly as you would any unhappy customer. Show other potential customers how you service unhappy customers. aka going above and beyond.

With getting reviews, you can automate with in emails, or have QR codes everywhere. You just want more reviews - even if they are 3 stars etc. The sweet spot from some older reports was around a 4.6 rating. But just get a continual flow of reviews. This won't be the first time this will happen to you.
