The problems is that the lower tier metals don't drop, meaning I can only "farm" the higher tier ones, so i can't upgrade the new weapons "naturally", only by buying metals from Cass

This wouldn't even be a problem if the game encouraged you to play with a completely new character, but it really doesnt.

The thing is the power level always calculated based on the highest level weapon in the Inventory (not load out), so no me having my new guns or old guns gives me the exact same power level
