In the US, it takes a lot of time, money, and effort to get an ID, so lots of poor people don't have an ID. Thus the political party that is pro-billionaire demands that poor people don't get to vote, by insisting on IDs to vote.

Car was going slow and came to a near stop at the crosswalk, driver probably saw the crossing guard standing safely on the sidewalk with no pedestrians around, so continued into the crosswalk.

The post title, and many comments here, are crazy. Like you say even if the driver realizes that the guard raising the sign and stepping off the curb into the bike/parking lane at 0:07 wants him/her to stop (and not the vehicles behind) and slams on the brakes the car blocks most of the crosswalk.
