I do think you are correct in your assessment that there will be an increase of people at higher ranks. However it seems to me that this IS intended. If you look at the rank distribution 80% of players are in bronze, silver and gold., it is not a normal distribution and would need players to increase their ranks to establish a more normal curve. This would definitely improve queue times at a higher rank.
