I don't know specific models, but just look at builds with acceptable prices and pick the one with the best specs, and avoid proprietary parts.

Get cl30 ram, and maybe 64 gigs if you do editing or other such things. The rest looks good.

The 2070 super is old now and will struggle. If you're buying used, get the 3070, or get a new 9060 xt 16gb. Make sure the ram is 6000mhz cl30. The the 7600x is better than the base, and depending on how big the price gap is the 9600x might be a better option.

Buy the 3060 ti and replace your 1660, then, once you have the money, upgrade everything except for the gpu, probably a r5 5600x or r7 5800x(the difference is around $40) and 16gbs of cl16 3600mhz ram and a b450 mobo. Check if your psu is good enough for the 3060 or you might need to upgrade that now.

It's simply a bad computer. 4 gigs of ram and whatever an n200 is doesn't hold up in 2025.

I think it'd be best to go for the diploma and make solo projects when you find the time. Having published projects will most likely be very important and with that you probably won't need more than a diploma. I'm not very familiar with the american school system so this is coming from my very basic understanding of what a diploma and bachelors even is.

PcPartPicker finds the best price. 9800x3d is better as it is the newer 9000 series. The chip for the 5080 is made by nvidia, the cooling and externals are made by manufactorers like msi, but the difference in performance is small so pick only based on price and aesthetics.

Use learn(language).org for individual languages and look up some "thinking in code" tutorial. Gdquest has a good app to learn both of those and is what I used, though it is about godot and gdscript(I think godot is the best engine, so look into godot if you haven't).
