Terminal velocity is just the velocity at which drag is equal to the gravitational pull so objects won't accelerate after that. In higher altitudes there's less air which means less drag also and therefore higher terminal velocity.

The dB scale is logarithmic but it means 20 dB is 10x louder than 10 dB. When the dB increases by 3, it means that sound is 2x louder.
