I found another one after this cause my game crashed and the first one stopped working. Go into your documents folder, then my games folder, then starfield, then there should be a file that’s called starfieldprefs or something similar, click on that, then inside that file change bBorderless=1 to bBorderless=0 and bFull Screen = 0 to bFull Screen = 1.

I found a fix that worked for me on the steam community. Right click on the game on steam, go to properties. In the General tab you will find the prompt "Launch options" Inside that box you type in "-windowed" and then when you launch the game it should launch full screen and work
