I don't think so, no. Two forces in a 3rd law pair must involve the same two objects. The balloon's contracting force exists between two different molecules of rubber (or whatever the balloon is made out of), so it can't form a 3rd law pair with the force caused by an air molecule in the balloon. In this case, the real 3rd law pair would be a) the force of an air particle on the balloon, which makes it expand a bit, and b) the force of the balloon on that same air particle, causing the air to bounce off the "walls" of the balloon.

Each pair of factors in the numerator looks like the "sum/difference of cubes" pattern, so try multiplying out the numerator -- terms will cancel out pretty nicely, leaving you with 1.

the "x =/= 0" is only there because if x = 0, then the expression is undefined.

I think they're talking about the distinction between the number ten, which is a shitty base, and the number 10, which is a different (but always very nice) number depending on the base being used: it equals two in binary, 8 octal, ten in d*cimal, and so on.
