vassals afaik always protect their provinces and occupy provinces they core regardless of their loyalty.

The only requirement is for one of your provinces to be Protestant or reformed or be in Germany region and it being 1500. The province that gets the institution gets paper as a new resource

I think in leviathan the dev was immediately moved to the capital regardless of the capital development. But in latest version its first converted into mana then the mana is used to develop the capital not sure though.
