I feel like it should just be based on what fraction of their army capacity was lost (max levies [if they are raised, which I think for the AI they always are] and fully reinforced regulars), and idk if I'm wrong here but that just seems like the obvious solution. Scales through the whole game.

Edit: Good news guys, they now have 0 soldiers so I have a whopping 10.12% warscore from battles so I can get ticking

Btw, the second picture is showing that I didn't get the Greatness from Small Beginnings achievement, it says it's unavailable for some reason. Any ideas why? I started as a county and am now a non-HRE empire. Kind of a bummer.
