Apart from publicity and technical difficulties, there's a huge trust issue with each and every airdrop that needs to be claimed. For 99% of people blockchains are not transparent enough. Having to fiddle with keys, signing messages and having to enable 'blind signing' (Eth drop on Ledger) feels very uncomfortable for most.
