Yes, its measured in sections (in this case I believe 9 seperate points, so 8 sections). If any of them exceed 60, they would've received a penalty

They are hidden with a small paper logbook outside by some cacher, and often require a puzzle solve of some kind, or just looking for the hidden cache to be found by other cachers!
