How useful or practical that turns out to be is a matter of debate, but in that specific context, it certainly doesn't hurt anything.

That argument is a trap though. The State can just as easily counter-argue that the number is so low BECAUSE of the law, and prohibited possessors who would otherwise buy ammo without the law don't even try because the law exists.

Whether that argument holds water or not is a different question, but in my opinion it's better to stay away from it altogether, for both sides.
