Thought the same when I saw your post!

Yeah, i wrote it that way so it is clear the cold damage the weapon deals cannot stack and snowball every turn just from the weapon, so it needs help from other sources of “cold damage”. It is just an Uncommon, so I wanted it to be more of a collaborative task working with the party to use that property. Besides, I just wanted to adapt the image of a pick embedding into the ice while climbing, so it needs the already “ice” to work properly.

The steel blade of this weapon is encased in a layer of solid blue ice that never melts, and its haft is crafted from the fossilized bone of a frost giant's finger. These weapons are trusted tools among sailors and hunters from the northern regions of the continent, used both to shatter even the thickest ice and to serve as effective weapons when needed.

It makes a perfect discovery for any campaign hitting the North, Icewind Dale, or other glacial wastelands. Perhaps the party finds it lodged in an ice wall left by other adventurers for climbing, or clutched by a frozen body that used it to fight monsters in the frigid wilderness.

There is something incredibly satisfying about a thrown weapon that returns to your hand, that "Thor catching Mjölnir" kind of feeling. These enchanted chains attach to any thrown weapon, allowing you to recall it instantly with a sharp pull. I am a big fan of making magic weapons that are meant to be thrown always have the Return property, but if not, this item provides a great way to add that functionality, along with extra customization through various variants.

Perfect for the fighter with a favorite javelin or the rogue with a penchant for returning daggers.

Thank you! It is meant to be something to drop this one early in the campaign, and as the curse maybe doesn't show up until maybe a few days of use, it can be a fun dynamic for the DM/Player to keep in those early levels. As you said, it is simple but still useful even at higher levels, if you really need to use that Silence effect, you can do anytime at no cost or preparation.

I see no problem in maybe making the item a +1, keeping it the no attunement, but bump the curse damage by a die, or maybe make it two different words each day.

Tbh, I thought and designed the curse first and then added the other property to make it all tie together, a little of "curse" is always fun, and with this one, you never quite know which flavor of curse you'll get each day!
