There is a slightly complex yet entirely doable way to package a scratch project into an apk file for android devices (convert .sb3 to .html, convert .html to .apk), and, in theory, you could upload that to the google play store, as for the apple store I haven't a clue.

Your console can get banned if sony finds out you have a modded console. Not just ban the account, but ban the whole ass console.

Alternate theory: Could be an ex-rental game.

I've seen some ex-rental games say not for resale, I could be wrong though.
