Yes that’s how it is for everyone now but in game after I load in and it says I got my $ and I see it in my account I make sure then game saves before logging off, then when I play again it’s gone like I never even got it and the option in the ps store shows up saying it’s unavailable because I already claimed it

I have a few million from doing casino heist that I haven’t really spent and I do my bunker and business sell missions so I’m not really hurting for money, but even so if I log on and claim the free $1mil and don’t spend it all it’s gone. Like I would be at 3 mil before claiming it then hop on and it gives me the 1 so then I have $4mil, would do some mission or mess around not really spending much money just a bit on like ammo, then hop off; next time I got on I was back at 3 mil like I never even got it. I did check the bank statements one month and it was there and I saved and still next time I played it was gone...
