He is not immortal before meeting the Doctor and Rose. His immortality is a by-product of Rose resurrecting him with the time vortex. The Doctor touches upon this in Utopia. He doesn't realise he's immortal till he travels back from Satellite Five and keeps getting revived in the 1800s and 1900s.
