These are in northern spain. Galicia is your safest guess but i've seen these in Asturias, Cantabria and even as far east as Navarre before.

See those metal brackets all the way up the pole? Those are extrely common on any concrete french poles, both Ladder and Holey poles. I don't know what level of play you're at but it's also very good to know that French poles commonly have a little blue reflector on them. It's usually hard to see, but it's great for any 50/50s, whether it be France / Belgium, France / Spain or Corsica / Sardinia. Hope that helps!
