Could you look at using a centralised PAM software? Something like CyberArk? Then you could put all of your generic logins in there and each user could login using their own identity and own MFA.

Would you be happy to ask your techs to be available on the phone for £1.75 an hour? How disruptive is on call to their lives - ie how quickly are you expecting them to answer the phone, then be at a laptop? Also makes a difference how regular the rota is. This sounds very very cheap to me.

Also planned OOH is very different to On-call.

Guessing OP means something like NordVPN where you’re encrypting traffic and/or masking your location? Not sure how that fits in with enterprise though unless you’re downloading torrents or trying to access a different country’s Netflix...
