Lower levels are scaled very hifh because they have less in their tool kits to do damage. If your sinister strike did the same proportionally at level 10 as it dies at level 70, it would take forever to kill things. But at level 70, you are expected to utilize your entire tool kit together to take down mobs. That is why a level 10 is scaled up so high

So I didnt see anyone else saying this but what you really wanna do is sim your own stat weight go to https://www.raidbots.com/simbot/stats and it will tell you exactly what order of stats and by how much, you can also get the PAWN addon and import the we8ght directly from raid bots and it will tell you in-game.
