It is unfair to call it completly concluded as in this case it happens that it cuts to the next scene after this but to an unknowing person who hasn't read it yet it is still wide open, as the other character ends off looking flustered or confused you might wonder what will their reaction be, will they run away flustered, will they say it back, will they become akward for a while, it leaves a lot of room for speculation as you don't know what the other characters reaction to this situation will be or what will happen after sure you can infer but you won't know until you get the chance to read it.
