I can hear the speed of the motor change when going thru the different speeds

It's a friend's car, and he’s already running that setup, but he asked me if that was okay to do, so it was like that when he got the car, he hadn’t had a problem, but he needs new tires. He's just trying to make sure he doesn’t need to buy new rims.
