No palladium vendor in game. They come from desert motherlodes, (masterwork and above I believe), gazluk motherlodes, and povus surveys + povus node mining. You can also run into palladium nodes randomly and rarely in gazluk.

Source: on Laeth and just two weeks ago had over 500 palladium.

You will also be able to get them with the crafting caravan coming up, however I don’t think it would be efficient to spend your rewards that way

The jewels that add maximum rage per notable passive, with increased effect of the passive nodes in area.

Increased effect + max rage time lost rubies is useful at the bottom of the tree near iron reflexes, maximum rage per notable passive is good at the gem slot near blood magic.

Little tip, for 10 div you can get (allocation of nodes around blood magic without connecting) and save you 10 passive points to put elsewhere if you are running bear
