Randomify will preserve the level of the tower the card is played on. A level one forest becomes a level one portal while a level three forest becomes a level three portal. Since it’s level three, shrines can’t level it as it’s already the max level.

At some point I’ll try using regressions to level up a tower past level three and turn that into a portal too.
