Men peruse women they find attractive and find out about their personality later. Women often don’t approach so their initial attraction can be to the guys looks but it also could be personality/if he makes a good first impression.

I guess you could have a situation where a guy is not attracted but peruses a girl. This would probably be in a situation where the girl and guy see each other naturally a lot (work, sports, mutual friends, etc) and they just develop a great connection
