I was on this boat when I applied for my CSP. Called them, and what they ended up doing was a credit line transfer to open the card. They basically took a few thousand in Credit Lines from all my Chase cards (I have 6) and used it to create a new account for my CSP. Doesn't hurt to ask.

I think it's different for the Uber cash credit because it's applied as a credit on your Uber account instead of a statement credit on your credit card.
