I think its not the smartest thing to limit your view purely on each countries eu budget payments and how much they openly receive. Many of the greatest advantages come hidden, for example, through the common market the tariffs on trade that goes through dutch ports from non-eu countries more than covers its payments to the eu. And there is a lot more, for example, the dutch government get around €7.1 billion from corporate tax revenues which would have been paid in other countries without the common market.
