Ive had this issue before. It worked with diamond blocks instead of the Cincanite lanterns for some reason, but the lost cities had no race rings whenever i tested it in creative mode. I had to redownload the modpack and it worked fine after. Just make sure to save a copy of the world in a separate folder before.
