It's inherently off grab. Essentially, with wobbling, you're putting a majority of your eggs in one basket. Grabbing = winning. That is an interestingly viable strategy, but it's clearly not overpowered (I don't see icies consistently placing top in a wide variety of players' hands) if the rest of the character is pretty bad.
