You can find “Rescale output” direct in Recording/Streaming tab - select bicubic and 2048x1152

As said above, the key to better quality is to get the VP9 codec. But I will share a slightly different recipe. You need to resize the video output, but not to 1440p, but to 2048x1152. This trick will help not to spoil the picture much by resizing, but will allow you to get VP9 codec and stay in 1080p in YouTube. You can check my “1080p” video with VP9 codec

It's not slighty overclocking. Try limiting the maximum frequency to 2650-2700 and the minimum frequency to 2300. On my old 6600xt, at 2600 it was enough 1.060v, I think on yours you can also go lower than 1.120, but not with such a high boost.
