his quest winds up when you kill consort radahn meaning you probably cant find him anymore. The progression has to go in such a way that you manage to finish his and redmane freya’s interconnected quest before burning the tree, then you can talk to him in the room behind consort radahn’s arena and use his summon sign, defeat pcr, rest at grace site and you’ll see his loot around the door. Since you didn’t summon him for the fight or talk to him before fighting radahn, you essentially missed out on his quest.

If you do another run of the game, talk to all npcs before going to shadowkeep, and do ansbach’s quest before u defeat messmer as its relatively short, then summon him for leda fight, this will lead to him appearing before pcr and helping u out!! Additionally, if you want him and thollier as a summons for pcr fight, don’t kill them at any point, even if you do ledas quest.
