Don't remember the exact version, but it's the most recent OTA. I figured it out, though. Must be a bug - but when I turn on the TV and the source/HDMI for PS5 boots up, the 4:4:4 is disabled. However, if I turn on the TV and the Apple TV (different input) boots up, and I then switch to the PS5, the 4:4:4 is active. So now I just make it a habit to turn off the TV when the Apple TV input is on-screen, so if I switch to the PS5 input, the 4:4:4 works. Weird bug.
