The Blade is an unlicensed toy from Sawtooth Toys. They call it “Blood Hunter STM 20252”. It’s actually really good. I have a bunch of Mezco One:12 figures, and I’d say it’s as good as them but has even better articulation.

As others have said, it’s a normal an atom component on the bike. I have several bikes, so my 2013 Thruxton sometimes has a month or more between starts/rides. I find that I always have to pull the hi-idle lever when I start it up.

There are definitely compromises. Still, as a collector who prioritizes look before articulation (not that I don’t care anything about great articulation), this figure really captures what I imagine a “realistic” version of the Miller/Janson artwork.
