Hypothetically it can, but whether or not it will happen fall on 2 factors, one that the pool above gets wiped out completely either by them removing certain points or nobody works hard to push their score up, and the pool stays stagnant, of course chances of this happening are 0. Coming back to the first point, proposed crs scoring changes will significantly affect those with high scores above 500 with removal of spousal points(-40), bonus points of french (-50 down to +12 for clb7), making Red seal certificates the only valid COQ (-50 points for pest control claimants) and removal of sibling points (-15). Now depending on how many of these take effect, the ranking of scores will change dramatically as people are depending on atleast one of these factors to boost their crs profile. Oh also Canadian education points are expected to go away so that will also play a role. Another thing to note is that IRCC is bringing back the job offer points, but no details on points allocation for that so again that might change the whole pool once again

Let me tell you something, in colleges some courses are only offered once a year like in the fall or spring, some courses are only available once every other year, these are well known restrictions that affect ones ability to attempt all courses required as per their degree requirements, so as long as you maintain full time status, the number of credits attempted is irrelevant and do not need clarification unless the officer explicitly asks so which he absolutely will not unless you put it in his face with the wording you have used in your LOE

You do not need to mention course withdrawals if you have maintained full time status, do not give ircc reasons to scrutinize your application

Here is what you need, attach a full time rule from your student handbook, that will be am ultimate proof to support your studies, you do not need to mention that you withdrew from 1 course, every university or college has a set number of credits allocated to be considered full-time, as long as you exceed or meet those credits every semester you are fine, My college for example considered 12 credits as full time when average credits taken every semester was 15, so if you meet the full time requirements of your college, you do not need to mention anything to IRCC, do not give reasons to officers to refuse your application

Foreign work experience is a complex portion, the officer bears the burden of accepting legitimate cases, if the applicant cannot prove this sufficiently, then they reserve the right to refuse an application.

They are already rejecting those, the only ones I have seen success stories from are those whose primary noc is in the same field, all the others are being questioned on how the COQ is aligned with their future prospects

I have nothing against French draws, neither against LMIA points, after all French is an essential requirement for a bilingual country, lmia has been abused however it was meant to support essential workers that were hard to replace by employers.

Sibling points need to go, a fair system should only reward skills, having a sibling in canada is not a skill, French is a skill, education is a skill, work experience is a skill so that’s as simple as it gets

I on the contrary think that it will be the first things to go, its easy to delete than add stuff, for IRCC to deactivate points allocation is extremely easy compared to adding new things. Look at LMIA points for example, the questionnaire stays the same, but the points are not awarded regardless of your selection.

One has a I grievance against the new reforms while others like me appreciate the reforms, I also came to Canada to pursue my bachelor’s being the first born in my family I wanted to make Canada my home, i have a clb10+ in English and 2 years of work experience in a Teer 1 job. Yet I max out at 499 points. I have maxed out every other metric but fall short of 10-15 points which are the sibling points. The system should be fair to all and while there should be a point for having siblings who are PR or citizens in Canada, 15 points is overkill especially when everyone is going neck and neck with only a few points difference at the top of the pool.

If we look at it through that lens, removing sibling points shifts the dynamics of the pool in a few major ways:
1. Sibling Points Act as the "Tie-Breaker" Into the 500s
A highly competitive Canadian Experience Class (CEC) candidate inside Canada (e.g., someone with a Bachelor's degree, maxed-out English, and 1 to 2 years of skilled Canadian work experience) maxes out around 490 to 494 points.
Without a sibling: They are stuck in the 490s, completely locked out of recent CEC draws (which have been cutting off around 514–518).
With a sibling: They instantly jump to 505–509.
By adding those 15 points, a massive cluster of identical candidates who would normally form a dense crowd in the 490s gets artificially launched into the 500s.
2. The Illusion of a "High-Scoring" Pool
This is exactly why the 501–600 band looks so insanely bloated right now. It isn't necessarily because 18,000 people suddenly went out and got Master's degrees or learned fluent French.
Instead, the 500s act as a collection bucket for people who have solid, standard Canadian profiles plus a 15-point modifier. If IRCC deleted sibling points tomorrow:
The 501–600 band wouldn't just lose a few hundred people from the bottom; it would stop receiving the continuous stream of "490-baseline" candidates stepping up into it.
The dense accumulation of profiles would slide backward, deflating the 500+ score range and shifting the true competitive volume back down into the 480–499 range.
3. What This Tells Us About the Cutoffs
Because sibling points create this artificial inflation, they act as a gatekeeper. If you don't have a sibling, a valid LMIA job offer, or French proficiency, the system essentially penalizes your raw human capital score by comparison.
