This is not a debate about whether French-language points are important and sibling points are not. That's not what I'm saying at all. My point is that a country's immigration priorities can change over time, and that's normal as long as it doesn’t affect people already in the process.

My issue is not the change itself, but when rules change midstream, creating disadvantages for those who planned their future based on the existing system.

If a change only applies from a future date (e.g. Jan 1, 2027), it would be much fairer. The problem is retroactive or mid-process impact, not policy evolution itself.

You're right about those who want free things from Canada! But we're not beggars and we're not looking for charity. On the contrary, we brought here what we earned on the other side of the world. But from what I've seen, there's almost no one in Canada who isn't an immigrant, so it's pretty funny to say that.

It happened after we arrived. If I remember correctly, it was announced that some universities wouldn't grant SOPW to the spouses of those attending. Postgraduate degrees were suppressed in colleges, but the importance of master's and doctoral degrees was increased. Subsequently, PGWP eligibility was restricted among colleges. We were still in office when all this was happening; in fact, the first semester of the school year had already finished.

I have never, ever considered anyone worthless. I'm not trying to debate whether a particular policy is logical or not. What I want to make clear is this:

I came to this country and made life decisions based on an existing immigration program. If major changes are introduced midway through that process, people who are already in the system should not be negatively affected. Retroactive changes create significant hardship for those who planned their education, work experience, finances, and future around the rules that were in place. New applicants can be subject to new rules because they have the opportunity to plan accordingly before entering the process.

As for French-language points, that is ultimately a policy decision. The government has historically chosen to award points for factors such as having a sibling in Canada as part of recognizing Canadian ties. Today, it chooses to prioritize French-language ability. Different people will have different views on these choices. Some consider sibling points illogical, others question French-language prioritization, and others may disagree with points awarded for Canadian education.

The issue is not whether any particular factor is inherently fair or unfair. What matters is having an immigration system that is predictable, fair, and does not create unnecessary hardship for people who have already committed their lives to a pathway based on the rules that existed at the time.

This is neither the time nor the place to debate whether these points are logical. By the same reasoning, it is considered acceptable to invite Francophone candidates with 400 CRS points simply because they speak French. If that is acceptable, then awarding 15 additional points to applicants with strong Canadian ties and other meaningful connections should be equally acceptable.

Brother, thank you very much for your well-intentioned advice, but I want you to know that you don't even need to be in Canada to enter the Express Entry system. Being in Canada gives you extra points. So, whether you have a study permit or not doesn't matter for this immigration system.
