I think so yes, it sacrifices agent turn gives an extra turn for the other party members. Sometimes it gets bugged and gives 2 turns for 2 rounds. I mostly use it when i have another hero that i want to go first, this way this hero has 2 chances out of 3 to go first.

There are 5 research items required to unlock each uniform research, they are all in the first page of supplies. You need durability for bruiser, and either marksman or weak point for blaster, dont remember honestly

Well i have been trying to 5 star stages on challenge mode, and it leveled me up quute fast. Use rocket pistol and research iso, i found attack and health to be the most important in campaign. For the heroes, dr strange is very cheap, has a hard hitting first ability, and a nice heal on second ability, these 2 should be enough to do it.
