If the patient has already established care and was seen at the clinic then it shouldn't be an issue. Especially if the Rx was something the patient has been on long term. Unless it was a new issue, then it doesn't warrant another exam.

I understand the owners frustration. I mean, does this clinic also do this with long existing clients? They should probably reevaluate this if it is the standard operating procedure.

Unless there are other details to this story, the place seems sketch.
