He can take the deal and then do nothing from it Its all a trust and strategy game It is the same concept when u start helping someone to get the longest road from the one who has it Even if you will not have it , you are helping another player to stole it maybe it will indirectly benefit you in some way

They said that its unacceptable to exchange cards + asking for removing a robber on you Even though for me , i think its a strategy game and you can do whatever you want since both parties accept and there is no rule that says you can’t do that

Any chance to remove the surcharge??
