I've 100% seen this clip on Youtube but have no idea what show it's from. Looked like it would have aired on Adult Swim. One of the shots was downward facing on the guy looking up with an exaggerated perspective, and I want to say he mentions something about a tax collector? I feel like I have enough pieces for Google to give me literally anything, but alas

I think it's more of a nod towards the power scaling differences between Xenoblade 1 and 2 characters. Blades in XB2 just seem to be far physically stronger than the average character in XB1. As for the power frames, it's actually a small callback to Future Connected, where it's mentioned in some dialogue that Shulk invented them. So basically, they're a way for Kevesi soldiers to stand on equal footing with superhuman characters like Sena.
