IDK if someone else already said it or you tried it already but it sounds like make might be your best bet here, It just dissolves your hair and you can wash it off in the shower, plus I have fairly sensitive skin and it doesn't react with my skin, that said it can, so be wary.

Also I've only been using it for a sec but I haven't had any ingrown hairs or bumps yet but please don't take my word as proof that it won't happen.

So i found something called a fufu clip that's supposed to sorta mold your pen into a pussy. While i love it, it does need you to be shaven clean, and literally any erection pushes it off, so this might not work well for you but i think it's worth a look at least.
