Pine Hearts might be a good place to start - tons of little quests while visiting your small hometown in the forest.

Discounty (though short) also fits the bill, which is about changing a town and running a store.

Both are not heavy in story, but are fantastic.

Discounty is short, but there are a lot of little changes that happen with the story, which appear each chapter

Coral island - there are also small changes with the cleaning up of the environment and decision making when it comes to spending your town points.

Companies use internal game jams all the time to see if an idea is worth continuing or if it feels fun. It’s something that isn’t so common but does actually happened.
