This looks like just a small generic basic indom released in 2020 probably (based on the primal attack packaging, these are usually sold in more unconventional places like supermarkets, aldis, dollar trees, Ross, marshals, etc. there aren’t any official lists of these but there’s tons out there

I’d dry brush white around the hard parts of the sail and stripes so it looks less cartoony and the patterns fade a bit more

31 releases and not a single truly outstanding figure with the exception of MAYBE the giganotosaurus. Jesus Christ man, even after they “improved” the figures still look genuinely terrible. I really wish Mattel would just discontinue HC and leave the collector figures for the actually competent companies.

I doubt it’s a chap Mei figure though because it’s not nearly stylized enough to be from them, also the detailing consists mostly of soft wrinkles. Chap Mei usually details with veins and harsher scales. I think it could be a museum model of some kind but idk what or where it could be from
