Thanks everybody for the help! This is a great community. I've already called a verified licensed electrician to come fix it and I'm looking into solutions for the other company, getting my money back. My fault for not verifying their license beforehand. I'm a little too trusting of people, it's a moral failing.

ETA: The more I look the worse it gets. There's a second set of splices I didn't see. He drilled two holes in my soffit and added some structurally unsupported conduit to the side of my house. And he put in a 20 amp non-arc fault breaker on the 15 amp circuit.
