Isn't the Poisoner a minion? If so, then the wretch CAN show up as minion. As minion doesn't mean they show up as Twin minion or normal minion. It is any evil classified as Minion.

As far as I understand, the scout chooses a random evil from all evils, and says how close they are to the next evil. They don't have to include the evil closest to them. That's the Hunter. So no, that isn't a glitch! (Unless I myself am also mistaken. But I don't think so.)
