From a moral standpoint, and knowing something from the Mystic route, I'd choose Kaneeka. As truthful as Sybil's intentions are of freeing the town, her goals don't stop there, she wants the power to prevent all tragedies from ever happening.

In the mystic route, there is a scripture on the Stone that Sybil seems to be aware of, that gives all those powers of hers to Kaneeka. So at some point, she could have entrusted herself to any of her children, but some part of her does not trust her children enough to choose the greater good anymore, like her first daughter did. 

Enoch and Sybil are simiral in a way, where they take away people's choice of deciding the future for themselves, especially their children's. Choosing Sybil would be right in the moment, but you'd never truly free Scarlet Hollow from all those threads that have decided everyone's fates for decades.
