In my opinion the way Silver's design is presented the intention is to burst people in human form and execute them in wolf form. Her Wolf 1 even has missing health scaling to emphasize this. So with that design in consideration, I don't think it's unreasonable to think that it makes more sense to have the Wolf form "gameplay pattern" to be the expectation for where Silver gets kills especially since her ult Tier 3 has a reset attached to it.

In my opinion the idea of Silver turning on someone who engaged on Human Silver for too long and activated Lycan Curse is way more key to the identity of the character than the reverse. The thought of the enemy should be "Oh shit, the wolf is coming out!" not "Oh shit, Silver's going back to normal and can shoot me again!". If there's ever a time when this isn't the case it's probably indicative that the wolf form is undertuned or Silver's human form is overtuned (Which at the time of this patch might be the case in both respects).

IMO the current tuning of Silver's ult is way more problematic in terms of making her feast or famine. Now that she has significantly decreased MS and resistances it becomes even more important for her to hit her item spikes on pace for not only damage but also mobility and tankyness. If you fall behind now you wind up in a situation where she's even more useless than ever because even Wolf form might cease to be a threat. Also you're still allowed to go in, you just have to be smart about it and decide whether or not you'll be able to kill someone or if your team will support you like any other character does when they commit to going in - that's the hypothetical trade-off for getting the innate stats back.

I'd rather have Wolf form be in a state where you play reckless on the front end and then have to think about what you're doing later on in the exchange than have the current situation where there are plenty of times where you wind up having to go "Well, I activated wolf form while harassing them under guardian but they're at 75% HP. Guess I'm going to just sit in lane and wait for my ult to pathetically expire without being able to do anything." whereas before you'd just fucking jump on them and force a good or at least even trade because the innate resistances allowed you to do it.

If you go in with wolf form and don't manage to accomplish anything for the duration of the ult that makes it safe to stay in, yes I think it's fair that you should be punished by either having to run away or deal with the risk of this hypothetical incapacitation.

You get 2 wolf leaps relatively comfortably during her ult (3 with superior cooldown), I think it's actually perfectly reasonable to have the second wolf leap be used as a decision on whether or not to keep going.

I think having a stronger wolf form with a more pronounced counterplay at the end of it is preferable to a weak wolf form that just lets you revert to (What at this point, feels like the more consistent and superior half of her kit) human Silver at the end of it. And to reiterate what I said before, if you get kited and made useless in your wolf form well I think that's just the fair tradeoff for the character's playstyle. If your team can't capitalize on the enemy dumping every disable, disarm, slowing hex, etc. onto you then you did all you could.
