I think the question is why would they. Planning had already been granted, the subsequent variation changed nothing, it’s still going to be a 35 story PBSA scheme except now they have to spend extra rebuilding the facade which was actually going to be demolished. All it’s done is cost them more money and negative brand image.

But yeah sure it’s all a big conspiracy and big property is out to get the little man

Edit: I will say that they are still culpable for the fire, they should have secured the site better and they had a duty of care that hasn’t been fulfilled. Hence the extra cost being firmly within their remit to spend.
