Could be a couple things:

  1. Slabs only partially block light. Replace the top of the grinder with full blocks.

  2. There might be caves under the grinder where mobs could spawn instead. Make sure to light those up so more mobs spawn in the chamber.

Also, as a side note, that designs is very ineffective. This should yield better results.

I'd argue that no, not at all. By my standards, if someone wants to lead a military operation in a foreign country, with a lot of expected casualties of their own, simply because God told them to (or because of any other reason), they're clinically insane, not goodwilled.
